It has to be someone known as a military leader, but the second quote pushes it back in history…our modern war-leaders don’t really speak that way any more. Churchill might have done so, especially with the first quote, but the speech patterns seem archaic and there is a more philosophical tone than he is usually quoted as using. My guess is Marcus Aurelius?

The one about the volunteers worried me, but human life was seen as cheaper in ancient times…and I’m convinced this guy ( and it almost has to be a man) goes back that far.
